我國是一個自然災害頻繁而又嚴重的國家，每年都有一些地區遭受乾旱、洪澇、滑坡、泥石流、台風、冰雹、霜凍、病蟲鼠草等災害的襲擊，地震災害也時有發生，給人民生命財產造成嚴重損失。
